The anatomy of a legend
Urban legends are told, not written. They begin with a place everyone knows, add a person just distant enough to be unverifiable (a friend of a cousin, a girl from the year above), describe an event, and end with a rule: never stop on that road, never say the name three times. The rule is what keeps the legend alive.
The generator follows that oral structure. Every legend it creates is fiction. If a generated place happens to share a name with a real one, the story is still invented.
